Description of the project offered: 
While there are many Wood Plastic Composite (WPC) products and technologies on the market and a number of technologies attempting the recycling of end-of-life WPC products, still no viable solution exists for recycling wooden chipboards into WPC products. The common understanding is that chipboards contain hazardous adhesives, coatings and foils which make their recycling pointless from many viewpoints. Briefly, the product is likely to be hazardous to produce, with unstable parameters and with difficult quality management, relying on limited supply of raw material, difficult to sell and not inexpensive unless environment benefit is accounted for. As a result, chipboards end up as refuse derived fuel (RDF) at best, discharging even more Co2 and bottom ash, or decompose at landfills, or the local population uses them as hard fuel creating massive air pollution. Therefore this project aims at adapting the current WPC technologies to produce a low-grade, low-cost WPC from any wood – chipboard or other, found in municipal waste, together with recycled thermoplastics found there too. Clearly the product will be for outdoor use in large open space urban and rural areas and will not compete at all with mid-to-top end WPC products. As the Horizon 2020 call with Topic identifier CE-SC5-08-2018-2019-2020 is a coordination and support action (CSA), the project would not only aim at achieving a TRL4 to TRL 5 (technology readiness level) but will carry out a cost-benefit analysis based on the researched parameters of such product/technology in order to establish the institutional framework for the practical use of the product – from safety tests to a range of products a municipality would be economically and socially interested to buy/produce for its own consumption e.g. for landscaping, fencing, park facilities, carpentry, sheds, outdoor stair structures, containers etc. Respectively, the Municipality of Sofia shall be suggested as a partner. There is a need for an experienced WPC producer to join the project, not necessarily as a partner, but at least as a consultant on technical matters such as source material requirements, testing, blending of the milled substance (which is essentially a powder), dealing with health risks, adequate machinery, as well as all research needed to achieve relatively constant quality in terms of safety, bending strength, wear and colour. Ideally the project may contribute to advance the concept of even further recycling of the material to subsequently use it for the same or another product mix.

Description of the collaboration sought: 
An experienced Wood Plastic Composite (WPC) products manufacturer or research centre, with experience in research, testing and prototyping of WPC, preferably financed under a previous framework programme or Life, to express a formal interest to join the project at least as a consultant on technical matters such as source material requirements, recipes for blending the material, tests, certification, dealing with health risks, advise on adequate machinery for shredding, milling and extrusion as well as coordination of research needed to achieve relatively constant quality in terms of safety, bending strength, wear and colour. In addition, the research may cover options to extrude a hollow section and then fill in another compound to achieve more bending strength (as saving the input material is not an issue), further recycling options, applying polyolefin films to increase safety for humans, animals, etc.
