2017-06-26 Germany: CVEPP Countering Violent Extremism in Prison and Probation

CVEPP Countering Violent Extremism in Prison and Probation

Description of the project offered:
Various Justice Programme action grant calls have recently been opened, and it is our intention to apply under the topic JUST-JTRA-EJTR-AG-2017, Action grants to support transnational projects on judicial training covering civil law, criminal law or fundamental rights.

Our project proposal is a direct response to radicalization and violent extremism as it presents in prison and probation services, hindering an individual’s effective reintegration and putting prison and society at increased risk. Within the context of a highly politicized debate, best practice in this field continues to emerge and evolve. As demand rises on staff and organisations, we recognise a pressing need to assess the specific competencies, qualities and skills these offenders respond to, and to provide a high standard of training for prison and probation staff.

This proposal tackles that practical training need, drawing heavily on the most recent Council of Europe Handbook recommendations for a strategic response to violent extremism, developed in 2017 by the CDPC. Anchored in these recommendations, we intend to devise effective, practical training to implement concepts such as dynamic security, which combines a collaborative approach, pro-social modelling, personal engagement and empowerment as a response to both security and re-socialization issues. The scope of this proposal brings in learning from existing best practice in prison and probation, and from transferrable initiatives. We will draw heavily on current front-line practice, seeking a flexible and multi-agency response which acknowledges the needs of our diverse justice systems as well as the individuals working within them.
