Business Development of European Companies at the New Mineral Resources Markets Through the Cluster Approach

Description of the project offered: 
European choice makes an opportunity to use the best European experience, standards and initiatives, as well as implementation of principles of free mineral trade, which is necessary precondition for enhancing international cooperation in the field of extraction industry. The urgent problem is the deepening of partnership of developed countries with countries – producers of raw materials. The EU essentially depends on import of mineral resources. 
The main goals of this project are creation of comfortable business environment for European companies and sustainable access to mineral resources of Eastern European regions, including metallic and nonmetallic, commercial, construction raw materials, mineral water, and, in particular, critical raw materials.
The given project is proposed in terms of transparency strengthening and effective use of subsoil assets in every direction, which are essential components of budget revenues and development of the economy of various countries. Since the efficiency and business transparency in the area of mineral resources is the foundation of rational use of primary and processing secondary raw materials, it is expected that this project will make a significant contribution to the sustainable development of Europe. 
The project is focused on:
• Marketing research of the market of mineral raw materials and the output in the framework of the project;
• Creating the environment for subsidy of private investors and cost-effectiveness analysis of investments, objective assessment of performance results of subsoil users and market development;
• The development of investment attractiveness rates of geological exploration targets;
• Valuation of deposits, project and financial expertise, verification and determination of necessary investment quantity and their insurance in the territories of other countries;
• Study of cluster application possibility as the business mechanism for the development of industry partners network in terms of international cooperation;
• Contribution to elaboration and implementation of interdependent, sustainable normative base in compliance with European and international standards;
• The development of new tools for business environment stimulation, in particular, for investors, extracting, logistics, transportation companies, financial and government institutions.
Expected results:
• The EU mineral resources base extension through the creation of conditions for effective use, sustainable access and transparency improvement of subsoil use;
• Forecasting market of raw materials at the European and global level, including recovery measures of mineral resources base;
• Attraction of European and global markets participants for mineral resources exploration through formation and development of the interregional technology cluster in the field of mineral resources;
• Strengthening investment attractiveness of objects of subsoil use through establishing the international cooperation in exploration and extraction of subsoil assets and creating conditions for reduction of risks in the early stage of their exploration;
• Activation of small and medium-size enterprises participation in engineering procedure of mineral resources movement and growth of their profits and competitive ability;
• Business plans for the formation of a particular cluster resource - oriented structures will be prepared based on the analysis of geological, geophysical and other information;
• Commercialization of project results through the development of cooperation in the framework of the European market of mineral resources;
• Extension of the cluster approach to new territories and optimization of value chain in the production scheme: development mining – extraction of raw materials – processing – output production – final demand;
• Assistance to principles of free trade in the field of mineral raw materials.
