Development of Medical Information Services Based on Patient-Oriented Platform PDD Helper

The use of modern information and communication technologies in medicine helps to improve the quality, effectiveness and efficiency of services provided by medical institutions as well as to reduce their costs to the patient, insurance companies and state budgets. Nowadays this is not only electronic management, storage and data transmission, but also providing remote specialists consultations, real time information exchange, thousands of software products and mobile applications. At the same time, a preliminary analysis of existing e-Health solutions suggests that they:

- have a limited access for patients and healthcare professionals because of their corporate nature; 
- are not always compatible in the context of interoperability of formats, requirements for the use and protection of personal data;
- are not harmonized within the regulatory and institutional support of such activities in different countries.

For the EU further development of e-Health is especially important in the context of constant increase in social protection and health care costs due to increasing life expectancy in European countries as well as the growth of the aging population. And for Eastern Europe – because of high rates of morbidity and mortality, particularly premature.
Within the project we are planning to develop an original patient-oriented modular platform PDD Helper, the main tasks of which will be as follows:

- simplification and extension of the dialogue between the doctor and the patient by means of modern communication technologies and specialized technical solutions, including those based on the integrated Cloud platform connected with mobile applications for iOS, Android and Windows Phone despite territorial locations and language barriers;
- integration of specialized functions and increasing interoperability of various information applications in the system of provision of medical services within the "patient-doctor" and "doctor-doctor" (PDD) relationships;
- absolute compliance with the requirements for protecting of confidential information at all stages of project development and implementation.

TeamSoft Company has necessary experience in the development, implementation and support of modern software products, business solutions and services, as well as highly qualified staff for such projects (http://teamsoft.com.ua/en/). However, due to the comprehensiveness of the project, to achieve its objectives we need to create an international consortium.

The implementation of this project will break new ground for:

- creation of common information space for European professionals and patients with the help of which each patient will be able to aggregate and store information about their state of health, contacts with doctors, treatment course etc. The patient will be the final and only disposer of this information. Through the flexible system of data access, the patient, at their own wish and discretion, will be able to disclose data to other users – their relatives, doctors, insurance companies, hospitals and other institutions. This approach will ensure the fastest data traffic regarding patient's health and treatment status, exposure days, cost of treatment, etc. between those whom it may concern;

- for European patients – the extension of the possibilities of remote access to health care services, improvement of their quality, efficiency, cost reduction, and advancement of the velocity of communication between patients and physicians in the process of discussion and adoption of a wide range of medical solutions;

- development of a new specialized market segment aimed at the expansion of opportunities for patients from Eastern Europe to use European medical infrastructure, as well as the formation of new added value chains.
