CROWD2PUBLIEC Crowdfunding for Public Building Integrated Energy Contracting

Description of the project offered: 
In order to reach more quickly the full financial market potential of energy efficiency, the development and large-scale uptake of new business models and energy efficiency services such as Energy Performance Contracting combined with innovative financing solutions are needed. The aim of the project is to target the special focus of energy efficiency measures in sectors that use large shares of thermal demand (ex. Hotels, hospitals, leisure centres) in order to accelerate the adoption of energy efficient solutions. 
Many countries of Europe are developing energy (EES) efficiency services as method of return for investments in building energy efficiency. EES are provided by energy service companies (ESCO) which guarantees certain level of energy savings for certain level of fee. Integrated Energy Contracting (IEC) is a combination of Energy Supply Contracting with Energy Efficiency Measures including light measures for comprehensive refurbishment. IEC combines two objectives: 1) reduction of energy demand through the implementation of energy efficiency measures, 2) efficient supply of the remaining useful energy demand, preferably from renewable energy resources. IEC presents several advantages: 1) combination of energy performance contracting (EPC) and energy supply contracting (ESC), 2) reduction of the contact points, 3) flexibility through the modular character of the model. IEC presents however also some challenges: 1) to make it profitable for the energy supplier to sell less energy, 2) to find ESCOs, which can perform ESC and ESP. 
CROWD2PUBLIEC project addresses the challenge of linking public building, energy efficiency and funding from the private sector. The link is represented by crowdfunding platforms: indeed, crowdfunding (also defined in this case as civic crowdfunding) appears to be the ideal antidote to diminishing municipal budget. Civic crowdfunding provides a web-based venue for project designers who solicit donations from individual and organizations. Unlike platform such as Kickstarter and other commercially-oriented sites, however, civic crowdfunding platform focus on community-development rather than product-development. The mechanism works with arranging large amounts of small donations from a lot of people – to produce or enhance share goods that will benefit all the communities. Instead of one investor (ex. commercial financing institution) many small investors (citizens and citizens’ groups) lend their money for public energy efficiency projects. In return they get back a fixed interest rate every year and in the end of the binding period they get back their money invested. The monetary back flow is guaranteed by an ESCO which is responsible for the implementation of energy efficiency measures via Integrated Energy Contracting models. The target of CROWD2PUBLIEC are local policy-makers and citizens.
The goal is to create viable model of integrated energy contracting for municipal public building with high thermal demand, with the integration a common web-based platform to raise funding from citizens (crowdfunding).
