Energy Efficiency Service Model Development for Public Municipal Building


Description of the project offered: 
Increase of natural gas and other fossil fuel prices combined with economic crisis in Ukraine revealed need for energy efficiency standards and solutions implementation. Many countries of Europe are developing energy efficiency service (EES) as a method of return for investments in building energy efficiency. EES is provided by energy service companies (ESCO) which guarantee certain level of energy savings for certain level of fee. The difference between new and old level of consumption is a source of investments repayment. 
In Ukraine EES market is on the early stage of development. Particularly, it started developing from 2014 when Laws for Energy service and changes to Budget Code were developed. These Laws defined EES, ESCO and energy performance contract as official objects, protected payments for energy service in Budget Code. 
However, the key barriers to systematic and wide development of EES are lack of information about EES models and initiative from municipalities, small number of financial resources available, lack of legal regulation for use of public money to finance EES. For instance, in Ukraine we have less than 10 Energy Service Companies (ESCO) which are created by Government or municipalities, and they have a few finished projects. 
Taking into account number and variety of cities in Ukraine, differences in their needs, public healthcare and education systems and abilities to attract financing municipalities need some unified model of EES which is validated, tested on practice, approved legally and viable financially.
The goal of the Project (subject to EE-25-2016 Call in EU program Horizon2020) is to create viable model of integrated energy-contracting (IEC) for municipal public building (e.g. hospital, secondary school etc.), to define key characteristics of IEC from customer point, define a product, and align it with specific conditions of different EU or associated countries firms from which are participating.
The Project focuses on following objectives:
• To define and structure customer for EES taking into account different population of cities, models of municipal management.
• To develop EES technical characteristics based on the needs of different customer groups.
• To develop necessary legal conditions for the model implementation in line with legislation of three participating countries and possible legal schemes of the EES. 
• To state possible financing models for EES taking into account specifics of financial market in the participating countries, existing institutions, to receive confirmation of financing model viability form financial institutions.
• To receive approval and willingness to participate in developed EES model for public building from one municipality from three participating country.
• To disseminate information about proposed model among municipalities of participating countries.

Description of the collaboration sought: 
Firstly, we are looking for coordinator who has experience in similar projects under Horizon 2020. 
Also, we are seeking for partners in Central and Eastern Europe countries who have experience in implementation of energy efficiency service for municipal or private customers as ESCO, customer, legal/financial/technical advicer, equipment/service provider or project manager.
We need at least three participating country for EE-25-2016-2017 Call application. We are thinking about Central and Eastern Europe because it is easier to develope unified EES solutions for different customers taking into account similar historical approaches to construction, types of buildings, city classification.
Since we assume change of fossil fuel heat equipment for biofuel equipment in case of individual power supply method for public building we are seeking for partners specializing on biofuel energy production equipment/technology.
Partners for promoting the model in mentioned countries are also welcomed.
