Informational-Analytical System for the Development of Optimal Programs for Heating Districts Modernization

The object of the study is heating district that includes heat sources, heating networks and connected buildings.
Now the fragmentary modernization of the above mentioned facilities is carrying out: thermal modernization of buildings, partial replacement of heat networks pipes sections, and also modernization or replacement of heat sources. In many cases the selection of a project is subjective. The individual projects are not to bind together. It reduces the technical and economic efficiency of the performed modernization.
The target of the study is creating a methodology for development the optimal programs for modernization of heating districts and tool for the implementation of this methodology. Тhe minimization of the total (capital and operating) costs for the heat supply of heating district for a life cycle periodused as the optimization criterion. Тhe value of the available financial resources are used as constraints in the optimization of project selection. 
It should be solved the following tasks to achieve the formulated target.
The development of current condition indicators, including indicators of the structure, energy efficiency, quality and reliability.The usage of indicators system allows to identify problems of the heating district. 
The relationship between indicators and projects is carried out in the form of Ishikawa diagram. The result of solving this task is the formation of potential projectstotality, including the projects in networks, buildings and heat sources.
The creation of energy-economic modelselectronic library.The energy-economic model is the mathematical basis of the energy efficient project. It allows to establish the relationship between the total cost of the project for a life cycle period, capital costs for its implementation, payback period of capital costs, energy prices and maintenance, performance and structural characteristics.
The formation of priority energy efficiency projects totality. The formulation of this optimization problem consists of the following.There are many potential projects.For each of the projects it is known the savings that is achieved during implementation,required capital costs and payback period. Furthermore, it is known the additional advantages of each project: social value, improving the reliability, increasing energy independence and other advantages. The total amount of financial resources that can be spent for the implementation of priority projects, shall not exceed a certain value. It is required to form priority projectstotality to maximize savings that will be achieved after their implementation and (or) the overall benefit taking into account additional advantages of the projects.
The development of the complex energy-economic models fordistrict heating modernization. The complex energy-economic model is the basis for the development of the complex project of modernization of the heating district. The complex energy-economic model is based on the models of individual projects.It allows to determine technical and economic performance of the complex project and agree the design parameters of each individual project.
The above mentioned tasks are solved by means of a common information-analytical system.
Developed informational- analytical system should be tested in practice in specific heat district, that includes inefficient gas boiler house, heating network, and also buildings that must be thermal modernization.
Ten scientific articles on the subject of this project proposal were published.
