Creating Internet Service “Digital Insurance” with Database of Electronic Copies of Medical Insurance Policies and Green Cards

Description of the project offered: 

Millions of citizens cross borders of the European Union and Eastern Partnership countries annually. It is compulsory that everyone must carry a medical insurance and, if travelling by car, also Green Card 
Currently, all documentation exchange in the sphere of insurance is carried out using hard copies. A client applies to a company, enteres into a written insurance contract with annexes and receives a hard copy insurance policy, where all information about the contract is written, thses includes data, tenure, insurance policies etc. It is obvious that such way of holding information, in the form of a hard copy policy, does not seem convenient. This inconvenience is due to the possibility of losing, damaging or simply not having insurance in the right moment. Of course it does not mean the loss of the insurance, but it becomes more difficult to find out the signed contract details if necessary. 
Thus, it seems constructive to actualize the proposed project “Digital insurance” in order to create database of digital insurance policies.

Project goals

At the first stage, the projects scope implies creating a web-resource with a Europe-wide database of electronic/digital copies of both medical insurances and European citizens’ Green Cards. If the insurance event occurs (especially when the person is abroad), authorized country services (further – Services) receive the following opportunities: direct access to relevant data, registration of the accident and communication with client’s insurance company.
Further project development is concerned with adding to the System’s database information from citizens’ medical records that may be necessary for the doctor while providing emergency medical assistance. It is thought to increase the efficiency and the quality of insurance assistance in any place in Europe. 

General Description of the System at work

The System consists of a server and client parts of the “Electronic insurance” software. The server part is placed in the internet using cloud technologies. Client parts are placed on the insurance companys’ servers. The client part has access to the majority of the existing insurance company programs they use in their daily work. With the permission of the authorized insurance company employee, the client software part can obtain an electronic insurance copy from the database of the insurance company and send it to the database of its web server. The System will also support multilanguage function and data security.
Clients and Services interact with the System by using a browser. Everyone will have their own password and his own access rights for reading and entering the information. It is obvious that this specific information about citizens, their insurances and insurance events has a confidential character. Therefore, access to the System for all the stakeholders will be protected using data security. It is necessary to note that request attributes formed by Services representatives will be entered in a single file and saved in the System.
It is planned that over time all documents transmitted through the System will have the official electronic document status.
For example, when receiving an injury, a medical company may obtain the copy of client’s electronic insurance and know client’s insurance company obligations directly from the system. The hospital where an injured foreigner is receiving medical assistance has the ability to inform the client’s insurance company about types and costs of the services provided. 
A police officer working with a road emergency services has the capacity to form a request to the system as well; he can swiftly obtain all the information about vehicles, affected persons and their insurances.
