Structured Consultation for Knowledge-Based Policy Advice

Description of the project offered: 
I have to offer a both a tool and a method which would fit well as part of a portfolio of the "mechanisms" described in the call ("Scope"). Generally speaking, my approach belongs in the category of tools for structured consultation. It's called *the Argument Browser*. In a nutshell: The Argument Browser is both a survey method and a tool for capacity building for informed decision-making.The Browser leads participants through the branches of the argument tree (which has been constructed on the basis of preliminary research involving a team of experts.) At each point of the journey, participants can decide to either rank a specific claim (or to comment upon it) or to ask for further information, which then will lead them to the relevant sub-arguments. Results from the survey conducted with the help of the Argument Browser are again published online, together with a short comment and an analysis. 

So far, the Argument Browser was designed as a simplified version of a much more elaborate software instrument: the Carneades opinion formation and polling tool (see Gordon, 2013). My aim as a partner in this project would be to further adjust the Carneades software in order run the Argument Browser on the basis of Carneades. My partners would be Tom Gordon (for the software) and the Journalistenbüro Schnittstelle for the content.
